they don't sound like they're playing defense on the subject anymore. the president gave a short kickoff speak about it this afternoon in washington, d.c., and i think it was telling this was the biggest applause line in the speech. >> i have always said i would work with anybody to implement and improve this law effectively. you have good ideas, bring them to me. let's go. but we're not repealing it as long as i'm president. i want everybody to be sure of that. >> on thursday this week, the venue will be different, the crowd bill probably be a little younger, and the president will be forced off script undoubtedly because president obama on thursday is sitting down for a one-on-one hardball college interview with chris matthews at american university. president obama and chris matthews on thursday. the interview can only be seen here on msnbc, this thursday, 7:00 p.m. eastern. whatever you're doing thursday night, i'm giving you plenty of advance notice, you have to see this live when it happens. we'll be right back. a subaru... ...are the hands that d

bill, it doesn't help you back at home, say, well, why did you block this defense bill? oh, i blocked it because i was upset about a rules change they had made two months earlier. that doesn't fly. so, once individual things start moving, they just start moving and life gets back to normal. and you're right, they did that, they threw a tantrum over a defense bill right before a recess, so that didn't move. and so, it sat there for a couple weeks. but things are going to start moving, you know, as they get back now. it's one of those empty threats that is always made. democrats didn't back down. they changed the rules anyway and republicans are now kind of stuck with it. >> ryan, to that point, when we got the announcement today that because of snow there would be no votes today, after that point, we did actually get a vote on extending the plastic gun ban. if almost no senators were back at the capitol and back in washington and so many people were stranded, how were they able to take that plastic gun vote? >> that's actually a perfect example. so, the way they do a vote

host: that was defense secretary chuck hagel speaking. andrew tilghman from "military times," walk us through what he said and what are the actual costs of personnel for our military. guest: the secretary is certainly right that the cost of military personnel has grown a lot over the past 10 years. there have been a lot of pay raises, particularly in the early part of past decade were the wars in iraq and afghanistan were at their peak. congress has granted additional benefits to military personnel. but what the secretary does not talk about is the percentage of that growth relative to everything else. what i found is that when i dug into the budget documents from the dod website, really what i found was that personnel costs are indeed rising, but so is the money for operations. so is spending on buying new weapons systems, and so is spending on research and development. the pie is growing at a very great rate, but each slice of the pie, personnel and everything else, is not really growing at a significant rate over any of the other ones.
